From November, the runway is the variable.
Contaminated surfaces shorten the usable runway, sometimes dramatically. An aircraft that operates comfortably into a regional field in July may be unable to depart it at full load in February, and the honest answer is occasionally a different category or a different airport.
De-icing adds both cost and time. Holdover limits constrain the departure sequence, and at a small field with one rig the queue is the schedule.
